It's pretty obvious that something like user-run Tahoe http://tahoe-lafs.org/trac/tahoe-lafs (with synergies from I2P2, Tor and Freenet) would be much, much more difficult to shut down or its operators to harass nor would it require an operational budget via a central organisation.
